Summary: Crowley ISD serves as the fiscal agent for the Crowley Regional Day School Program for the Deaf (RDSPD). Member Districts for the 2020-2021 school year will include: Alvarado, Burleson, Cleburne, Crowley, Everman, Joshua, Johnson County Shared Services Arrangement (Keene, Grandview, Godley and Rio Vista).

Crowley ISD and member districts of the Crowley Regional Day School Program have reviewed the current Shared Services Agreement (SSA) in relation to the proposed guidance requirements from TEA. Crowley ISD will remain the fiscal agent as well as the district of accountability.

As defined in FDA (Local), shared services students with hearing impairments will transfer annually into the district. Students will be eligible to participate in UIL activities. Transportation will continue to be the responsibility of the district of residence.

Annual Membership participation in the Crowley Regional Day School Program for the Deaf (RDSPD) for the 2020-2021 school year is approved by the signing of the Letter of Authorization of Participation. This letter and SSA are included with your exhibit document for review.
Budgetary Impact: Administrative Considerations/Fiscal Impact: The RDSPD is funded through state and federal Deaf Education monies, as well as tuition from the seven member districts. Excess costs associated with the program will be billed twice a year to the individual member districts as outlined in the Shared Services Agreement. An attorney for the district reviewed the contents of the RDSPD SSA contract and certified that this contract meets the requirements set forth in the Division of IDEA Coordination, Texas Education Agency RDSPD SSA Procedures.
Recommendation: None at this time. This item will be brought back as a possible action item in May.
